I’d like to present the RSKIP-265: “Bridge UTXOs Selection, Consolidation and Batching” for your consideration. This RSKIP solves many pre-existing efficiency, cost and security problems related with how the Bridge currently handles UTXOs.  
It also introduces fixed peg-out fees to improve the peg-out the user experience.
